Part I of the FIFA Code of Ethics defines who is bound by the Code, when it applies, and how the Ethics Committee is organised. Exam stems often test whether a person was covered on the day of the conduct and which chamber is competent.

- The Code binds persons who exercise functions for FIFA, confederations, associations, leagues and clubs, and other covered roles listed in the Code.
- Applicability in time and custom/jurisprudence fill gaps where the written Code is silent.
- The Ethics Committee is divided into investigatory and adjudicatory chambers with distinct roles.
- FCE Articles 1–5 are about scope and organisation — not the same as Ethical Recruitment Guide decimal provisions (5.1 / 5.3).
Exam traps
- Treating Ethical Recruitment Guide Article 5.x as FIFA Code of Ethics Article 5.
- Assuming anyone ever employed in football remains permanently bound after leaving all functions.
- Sending a pure FCE scope question to the Disciplinary Committee instead of the Ethics Committee framework.
