Council composition and election of the President, vice-presidents and members, the President’s representation role, the general secretariat, Bureau of the Council, and standing committees sit in this band. Key points

• Council composition (President + confederation seats) is fixed by the Statutes.
• Presidential candidatures require support from a minimum number of member associations.
• The President represents FIFA and fosters its image; day-to-day administration sits with the general secretariat under the Secretary General.
• Bureau and standing committees operate under statutory and FIFA Governance Regulations limits.

Exam traps

• Confusing Congress election rules with Council candidature thresholds.
• Assuming the President personally adopts RSTP under Article 6.
• Treating honorary presidents as voting Council members.
